Confianza del ciudadano en la eficacia de los actos administrativos: Principio de confianza legítima

El Principio de Confianza Legítima es un principio constitucional implícito que se fundamentaen los principios de buena fe, legalidad y seguridad jurídica. Actualmente viene siendo reconocido por vía
jurisprudencial, al proteger la confianza depositada en las actuaciones de la Administración Pública con respecto
a decisiones favorables para el ciudadano que le confirió expectativas legítimas, mediante acciones u omisiones.
Esa situación jurídica previa, consolidada y generada por la administración es necesaria para que este principio se
convierta en el escudo de protección frente a actos intempestivos y en algunos casos irracionales de la misma
Administración. Los administrados confían en que la estabilidad o mantenimiento de las situaciones jurídicas
consolidadas se mantengan sin generar un detrimento en las condiciones de favorabilidad. El Principio de
Confianza Legitima se ha convertido en una gran conquista de derecho en los últimos tiempos, bajo ninguna
circunstancia puede considerarse un simple argumento jurídico, es un principio de gran trascendencia, que
