La presente investigación tiene como fin analizar la responsabilidad que compete al Estado por el terrorismo en Colombia, para ello el artículo aborda el tema haciendo unas consideraciones generales respecto del acto terrorista que amenaza tanto la seguridad y estabilidad del Estado como la seguridad de los ciudadanos, con base en lo sostenido por la ONU y la jurisprudencia Colombiana que reconoce afecta gravemente otros derechos o bienes jurídicos protegidos por el Estado tales como la vida, la integridad personal, la dignidad humana, entre otros. Luego, a través de los fundamentos de responsabilidad administrativa, en virtud del preceptuado del artículo 90 superior, se examina el titulo de imputación aplicable al Estado Colombiano que permita dar respuesta a quien debe responder.
